Neil Heller is the principal of Neighborhood Workshop, a planning and development consulting firm based in Portland, Oregon. He specializes in helping developers, property owners, local governments, and community organizations bridge the gap between planning policy and real-world project feasibility.
Neil brings experience as both a practicing infill developer and a consultant. His work focuses on small-scale and missing middle housing, development feasibility, zoning reform, and implementation strategies that result in projects that can actually be built. He has advised communities across the United States on housing policy, development economics, and regulatory reform, with an emphasis on aligning public objectives with market realities.
As a development coach, Neil has worked with hundreds of emerging developers on site selection, project underwriting, entitlement strategy, financing, and execution. His coaching combines technical expertise with practical, experience-based guidance drawn from active development projects.
